Bureau REACH Strategy 2025–2027

The strategy was developed in close cooperation with experts and management from the Centre for Safety of Substances and Products, of which Bureau REACH is part, and the competent authorities for REACH and CLP. The overarching mission of Bureau REACH is to ensure the safe use of substances for people and the environment via the REACH and CLP regulations. This mission is supported by the following core values:

1. Connection and Collaboration
   We work closely with colleagues and experts within and beyond RIVM to deliver well-substantiated advice with broad support. This enables us to remain up to date with the latest developments in policy and science.
2. Reliability and Integrity
   Partners and stakeholders have confidence in the quality of the dossiers and advice provided by Bureau REACH. This trust is based on our availability, commitment, and approachability, as well as the integrity with which we operate.
3. Independence
   Bureau REACH operates independently and provides policy advice to ministries based on scientific insights and available information. We are always transparent about our role, whether acting on behalf of the Dutch competent authority for REACH or CLP, as policy advisors, or as independent scientific experts.
4. Innovative Capacity
   We invest in innovations in risk assessment and impact assessment of chemical substances to ensure that policy-based risk management is supported by a solid and up-to-date scientific foundation. Innovation takes place through cooperation with experts both within and outside RIVM. We also provide technical and policy advice on revisions to legislation and guidance.
