Foreword
This is the 2024 annual review of Bureau REACH, part of the Centre for Chemical Safety of Substances and Products at RIVM.
In this overview, we reflect on our work to make the use of chemical substances safer on behalf of the Netherlands and in cooperation with European partners. Two pieces of European legislation are central to this work: the REACH and CLP regulations.

In close collaboration with our European counterparts, we contributed in 2024 to an extensive package of technical proposals, comments and dossiers. We supported scientific knowledge development, refined methodologies, and provided policy advice. With a dedicated team of experienced RIVM experts, our focus remained on the regulation of substances of very high concern, reducing animal testing, and maintaining a level playing field for businesses.
This year, we also published a strategic document for Bureau REACH, which will guide our work programme in the years ahead.
Although the revision of the REACH Regulation has been delayed, 2024 nonetheless saw the implementation of important elements of the European Chemicals Strategy for Sustainability. We took immediate steps to implement the new hazard classes and criteria for endocrine-disrupting and persistent substances under CLP. This included drafting guidance documents and supporting the European Commission in aligning this policy with the United Nations’ Globally Harmonised System.
The RIVM PFAS team also worked intensively to revise the PFAS restriction dossier, incorporating feedback from stakeholders. This work is essential to provide ECHA’s scientific committees with a robust basis for their opinions. In view of the considerable societal and political attention given to PFAS in the Netherlands, the restriction team worked closely with colleagues across RIVM. This work will continue into 2025, with the finish line in sight.
In addition, 2024 was a pivotal year for test guidelines. We supported the Ministry of Infrastructure and Water Management in advancing a European strategy for the development and validation of test methods as a policy priority. To that end, we engaged in dialogue with experts from ECHA, EU Member States, various parts of the European Commission and the OECD. Together with other RIVM experts, we also contributed to related initiatives such as the Commission Roadmap for Phasing Out Animal Testing in Chemical Safety Assessments.
